If you have a window that won't open it is likely to be caused by 1 of 2 things. A failed handle or a failed mechanism. If the handle moves/opens but the window does't it more likely to be the mechanism. As a guide a new handle would cost roughly £17 and a new mechansim around £85 however this can vary. If you have a window that will pull closed but wont lock then that is likely a problem with the mechanism. If the window closes but the is a gap between the opening part of the window and the frame then it is likely you have failed hinges. Double glazed units (the glass) is made up of 2 peices of glass sealed together with a sealant which over time can break down allowing moisture to get inside the unit. If you have condensation on your glass so you can touch it then there is excessive mositure near the glass.
